de la Ciudad reveló que más de $3.800 millones destinados al saneamiento
de la Cuenca fueron utilizados por el Gobierno porteño para cubrir
otros gastos. Horacio lo hizo de nuevo. ¿Te imaginás si llega a Presidente?
El auditor hizo referencia al informe publicado por la Auditoría General de la Ciudad de Buenos Aires, donde se advierten "irregularidades en el manejo del presupuesto y su ejecución".
“El Gobierno de Larreta dice sostener una Ciudad Verde, pero en la Cuenca del Riachuelo, principal riesgo ambiental de la Ciudad, no se han llevado a cabo análisis de suelo, agua, aire ni se han realizado infraestructuras y soluciones habitacionales. Además, no se han proporcionado soluciones a los enfermos con plomo en sangre”, detalla el informe publicado por la Auditoría General de la Ciudad de Buenos Aires, que evaluó la ejecución presupuestaria del “Plan de Saneamiento Ambiental del GCBA (1° Y 2° Semestres) 2020”.
"A la inacción para resolver los gravísimos problemas de los habitantes de la Cuenca del Riachuelo, que van desde la necesidad de relocalizar sus viviendas, hasta el control de las enfermedades producidas por el plomo, Horacio Rodríguez Larreta le agrega gravísimas irregularidades en el manejo del presupuesto y su ejecución, la Legislatura porteña decidió destinar $5.805.534.794 al saneamiento de la Cuenca Matanza Riachuelo, pero un 64,46% de los fondos fueron desviados a otros gastos, es decir que de poco menos de 6 millones la Ciudad desvió $3.742.336.378", puntualiza el auditor general, por el Frente de Todos, Lisandro Teszkiewicz.
Según explicó el auditor en base a datos del propio IVC, las últimas soluciones habitacionales se entregaron hace más de 10 años y dejaron al 40% de las familias censadas en aquel momento sin respuesta. “Los barrios El Pueblito, Magaldi, Luján y Lamadrid siguen sin acceder a una solución integral y completa de su problemática habitacional, y parte de sus habitantes siguen expuestos a la contaminación y las enfermedades. El gobierno ni siquiera cumple los plazos pactados para la realización de las transferencias correspondientes a octubre, noviembre y diciembre, por un total de $31.000.000", aseguró Teszkiewicz.
"No se puede evaluar si resultó efectiva la reasignación de recursos del Fondo de Compensación Ambiental al Programa Camino de Sirga por $30.000.000, por la escandalosa sub ejecución, que llega al 34% de los créditos, y porque parte de las obras ya se habían realizado antes de firmarse el Convenio de Compensación", ejemplifica el auditor de Peronismo por la Ciudad.

Las Actividades de Salud Ambiental se registraron solo en un 13,33% de los Programas de los Efectores de Salud Primaria (CESAC) ubicados dentro de los límites de la Cuenca. A lo que el auditor agregó: “La Agencia de Control Ambiental no realiza tareas para el monitoreo de la calidad de suelos dentro de los límites de un territorio declarado judicialmente como contaminado, por lo que no podemos saber grado de contaminación donde se realiza una obra pública como es "Camino de Sirga", es decir que Rodríguez Larreta no solo no cumple con el saneamiento, sino que hace obras sobre suelo contaminado y sin control".
Además, el informe sostiene que del Plan Integral de Saneamiento Ambiental, no se alcanzó el objetivo dispuesto por la Corte Suprema de Justicia de la Nación en la “Causa Mendoza”, en la que se obliga a Acumar y las jurisdicciones relativas a la "Recomposición del ambiente en todos sus componentes (agua, aire y suelo)". "Está claro nuevamente que para Rodríguez Larreta "Ciudad Verde" es un slogan y una campaña publicitaria, no acciones de gobierno. Cuando vamos a ver que hizo la ciudad más rica del país para atender el mayor foco de contaminación nos encontramos que hizo lo mismo que Larreta hace en todos lados, sub ejecución, desvíos de fondos, más una década sin soluciones habitacionales para las familias y abandono a los enfermos a quienes ni siquiera controlan el plomo en sangre", concluyó el auditor.
The General Audit of the City of Buenos Aires (AGCBA) prepared a report that warns about irregularities in the execution of the programs of the Buenos Aires Government regarding sanitation and housing solutions in the Matanza-Riachuelo Basin (CMR). The audit was carried out on the budget allocated to the Comprehensive Environmental Sanitation Plan (PISA) during the year 2020, in which the auditors found under-executions and deficiencies in the control of environmental pollution and access to health of the families living in the area. In addition, they warned about the lack of housing solutions in the neighborhoods El Pueblito, Magaldi and Luján after the ruling of the Supreme Court for the Mendoza case.
The Audit report is divided into two parts, one for each semester of 2020, the year in which, the auditors remark, “the GCBA made budget readjustments to face the management of the health situation since the Covid-19 pandemic was declared”. In this framework, the Audit made a series of “observations” on movements within PISA that do not appear justified despite the context of the pandemic, such as the inclusion in the budget of actions with “Acumar denomination that does not correspond to PISA” for more than 3.7 billion pesos.
The report details that this amount is made up of various items. A so-called “Gender Office” of the Superior Court of Justice, which includes almost 8 million pesosanother called “Salud Comunitaria – Acumar” from the Ministry of Health for just over 750 million pesos. “This program contains a set of broader health actions than those linked to meeting the needs of the community affected by the CMR problem,” warn the auditors. The largest item corresponds to the Ministry of Human Development and Habitat for almost 3 billion pesos, as “subsidies that should not be included in PISA”.
For the auditor for the Frente de Todos (FdT), Lisandro Teszkiewicz, it is about “very serious irregularities” in the execution of the budget: “The Buenos Aires Legislature decided to allocate more than 5.8 billion to clean up the Basin, but a 64.46 percent of the funds were diverted to other expenses, that is to say that of a little less than 6 billion the City diverted 3.7 billion”, Teszkiewicz warned about the results of the audit. The report for the first half of 2020 details that, in that period, the “percentage of execution in relation to the Current Credit was 34 percent, having execution decreased in relation to the first half of 2019“.
In total, the auditors submitted 29 “observations” on PISA 2020. Many of them go beyond the budget issue and focus on a detailed analysis of specific sectors, such as health areas that should work specifically with problems derived from environmental pollution. These “Environmental Health Activities” were only operating for that year in 13.33 percent of the Health and Community Action Centers (CESAC) located within the limits of the CMR.
As for the analysis of air quality in the area, the report notes that 15 years after the ruling in the Mendoza case, “the physical quality goals to be met in the short, medium and long term for the air components, sediment and soil”. The Environmental protection agency (APRA), add the auditors, “does not carry out research and development tasks to determine admissible values of parameters that are defined as ‘not regulated’ by national and international regulations or bibliography”. “The determination of said values is essential for the Enforcement Authority to know and consider the degree of contamination of the element under control, in this case the water“, they add.
On the analysis of soil quality, meanwhile, the Audit report underlines that APRA “does not perform tasks or procedures for monitoring the quality of sediments and soils” nor the “actions leading to knowing the degree of soil contamination, for which reason The degree of contamination is not known where the work ‘Camino de Sirga Stage III’ is located‘”. Teszkiewicz highlighted in this sense that it is about soils that are “within the limits of a territory judicially declared as contaminated and we cannot know the contamination where a public work is carried out. That is to say that Rodríguez Larreta not only does not comply with sanitation, but also works on contaminated and uncontrolled soil“.
The Audit also focused on the GCBA’s housing solutions programs after the ruling in the Mendoza case and found “lack of resolution of the housing problem in the neighborhoods of El Pueblito, Magaldi and Luján“. “According to what was reported by the City Housing Institute, the latest housing solutions were delivered 10 years agoin 2012, and said solutions represent 64 percent of the families included in the Framework Agreement”, he adds to the report. For all this, the auditors conclude that “the objective established by the Supreme Court is not achieved” in relation to the “recomposition of the environment in all its components: water, air and soil”.
